controlling command button behavior

In Excel2007, is there a way to make a command button perform the opposite command, as in XL2003. For example, in xl2003 i could place the button thatincreases the magnification in a menu, and if I held the shift key and selected the button, it would decrease the magnification. I want to add the buttons to nudge a chart left/right/up/down using just the left/down button to save space on the quick access toolbar.
