Number Formatting Question

How can I customize number formatting so that when I select "Number" I
don't have decimals and do have a comma? I would like to be able to
have an icon on my menu bar that allows me to reformat a number to
that outcome.

Also, can I change "Number" so that I get that outcome permanently?

You can define 'Number' in your Normal Style, OR you can create a
custom Number Style that you could apply to cells 'on-the-fly' from the
Styles dropdown.
