numbering

I am making a handbook with numbering and letters denoting the particular
paragraphs.

i.e.

1.
A.
1)
(1)
a.
i.

for some reason some of the paragraphs take on their own numbering sequence
or i have to reset the paragraph to the correct position.

what am i doing wrong??
