Create a new blank document, position the cursor at the numbered item
and press CTRL+Q. Does that remove numbering? If it does, you can
simply repeat the procedure in the Normal template -- after you've
opened it as a file. When you are done, save and close the file.

On the other hand, if CTRL+Q does not remove numbering, it has been
stored in the style applied to the empty paragraph of the Normal
template. Again, open the Normal template as a file. Display the
Modify Style dialog box (see
http://www.shaunakelly.com/word/styles/ModifyAStyle.html) for the
style at the insertion point. In the dialog, click Format, and then
click Numbering. Click the "None" option and then click OK the
required number of time to close all dialog boxes. Save and close the
Normal template.
Alternatively, follow the instructions in the section "Creating a new
Normal.dot from scratch" at

Normal template and have Word create a new copy with factory default
settings.
