Object Library Not Registered

I have a user that is having a problem creating a database from a template.

The user opens Access 2002 Standard and attempts to create a DB from Asset
Tracking under the general templates.
After selecting create he gets a Microsoft Visual Basic error window
indicating "Object Library Not Registered"
Selects Ok.
The Database Wizard window comes up and user keeps defaults and selects
Finish.
A Compile Error" Error in Loading" pops up.
Then the VB Editor opens with the entry on line 55 .connection highlighted
Set con = Application.CurrentProject.Connection

Any help would be appreciated.
