Object Z order different in Excel 2007 than in 2003

In Excel 2003 and previous I was able to change the order of objects so that
I could place a chart on top of a picture object. With 2007 I can change the
z order of a picture relative to another picture but all pictures cover a
chart dispite "bringing to front".
