[OCR-free]

Requesting suggestions for ~FREE~ dependable OCR to use w/ HP scanner and
converting recipes into Word. The problem almost entirely is with the
fractions on the original not showing up as fractions of as a "%" symbol
instead..

It is difficult enough to get a commercial OCR package to work reliably.
Finereader is arguably the best, but it isn't free, and fractions would
prove testing for any package, though you can educate applications like
Finereader.
