OE conversion to Outlook problem

I am using Windows XP and have MS Office 2002. Quite some time ago I
uninstalled Outlook. I have been using Outlook Express for my email. I
decided I wanted to change and re-installed Outlook. I now can receive my
email in Outlook Express but can't send any: [ ....Relaying temporarily
denied. Cannot resolve PTR record for 74.222.98.74, Port 25, Secure (ssl):
no, Server Error:45. Error Number 0x800CCC79.]

When I try to open Outlook I get a pop-up box that says: Unable to open
your default e-mail folders. Could not open this item. My options are "Try
again" which gives the same message or "OK" which closes Outlook. Can
anyone tell me how to resolve this? Thanks. Mary

Make sure you're properly authenticating to the outgoing server. Make sure
your outgoing server name is properly specified. The PTR message is a
domain name service error.

Did you create a mail profile (with Control Panel's Mail applet) when you
installed Outlook?
