Does this change affect users who have .msn accounts? They will have to
switch to the new program?

Did you know that this is an MS Outlook group? You probably wanted to ask
your question in an MS Outlook Express group:

If by "OE service Change", you mean the change in the Windows Live Hotmail
service...You are aware that MS Outlook Express is not a "service", but a
desktop email client, used to access services? The "service change" is to
Windows Live Hotmail access, not to MS Outlook Express. Nothing in MSOE is
being changed.

If by "this change", you mean the disabling of WebDAV for Windows Live
Hotmail accounts, and by ".msn accounts", you meant the paid service, you
will lose HTTPMail in MS Outlook Express; but you will be able to use
POP3/SMTP access. Be aware that POP3 access deletes email from the servers
unless the client (MSOE) is configured to leave messages on the server.

In the future, aside from choosing a more appropriate group, it would help
to include more details in the post. "This change", and ".msn accounts" are
somewhat vague terms, open to misinterpretation.

What change? No change to OE I know of.
If you mean the change to Hotmail that means free Hotmail won't work in OE,
probably unless they have an account using POP3 and SMTP servers instead of
an HTTP server.

You should read the name of this newsgroup.

The name of "this" newsgroup is 'microsoft.public.outlook.general', same as
the one the OP showed up in. I did cross post my reply to
'microsoft.public.outlookexpress.general', which is "that" newsgroup, over
there. I would have set the "Followup-To:", but somebody once pointed out
that many posters in the MSFT groups are not familiar with NNTP service, ans
would likely not find their way back to the thread.

In this case, since you just posted a mindless critique of my response,
without checking the article headers, there is no need to continue your
dissuasion cross posted, so I will split it. One response for "this" group,
if you care to read it, and another for "that" group so you won't miss it.

Under my tools>accounts>my server URL starts with a
http://oe.msn.msnmail.hotmail.com.
When I read the notice, only POP3/IMAP accounts cannot be accessed starting
6/30. therefore, the above will work in OE, do I have this correct?

Wrong. Commencing 6/30, WebDAV (HTTPMail) accounts will cease to function;
meaning your "My server URL" will die. POP3/IMAP will continue to function
normally.
