OEM editions of MS Office 2003 are to be sold with a new PC.
As such they are licensed to and more or less permanently
tied to the machine on which they are first activated.
With a retail (boxed) version you can install on both a
desktop and laptop for the same person and you can move Office
to a new/different computer at a later time, plus you can
choose to use Microsoft support (OEM editions are supported
by the PC supplier).

Also, you get a Blue Plastic Box and several other pieces of stiff
plastic if you buy a Retail copy of XP Professional. With OEM
software you usually only get a plastic shrink-wrap with the COA stuck
somewhere on it inaccessible (causing you to forget that the COA was
there, then it disappears when you throw away the shrink-wrap), and a
piece of cardboard, along with a little booklet telling you every
thing you ever wanted to know about Windows XP.
