Office 03 will not open a word doc if .doc extension is missing

We are using a problem mgmt application called Tivoli for
managing helpdesk calls as well as maintaining a solution
database. When creating a solution we can add hyperlinks
that can link to MS Word documents by using a command like
this: [[Link Text Seen by User | RUN winword.exe
\\servername\document-name.doc]]

After installing Office 2003 these hyperlinks still work,
however, certain links don't work. If a link is missing
the extension ".doc" after the document-name they no
longer open. This wasn't a problem when running Office
95, 97 or 2000, if the document name did not include .doc
the hyperlink would still open it because we are
saying "use winword.exe" to open this. But for some
reason Office 03' doesn't like this, the Word application
will actually open/run but it doesn't pull up the document
specified in the link. It will say, Word experienced an
error trying to open the file, try these suggestions..

I have looked over File Associations and it appears to be
setup correctly for .doc, I even compared it to a PC still
running Office 2000.

Anyone have an idea why this might be or what I need to
change to get it working? I have a feeling it's a simple
setting somewhere.
