Office 2000: error 1706

Hello!
My problem:

- I've several PCs with Windows 2000 Pro in a Win2003 Domain with
roaming profiles.

- On clients PC I installed Office 2000 with local administrator
profile: it worked fine.

- When a user (with roaming or local profile different from
administrator) logs into a client pc and tries to run an Office 2000
application (let's say Word) he gets 3 times this error message:

Error 1706. No valid source could be found for product Microsoft
Office 2000. The Windows installer cannot continue.

If he hits 3 times OK then he can work with Word, but everytime he
runs it he gets that error.
The only solution I found is this:

- create a new local user (let's call him "user") and give him
administrator rights
- run Word in his profile: Word asks Office 2000 CD and then works
- remove admin rights for that user
- use his profile as a "template" and copy it in every roaming
profile's folder I need...

Is there a faster solution?
I found this paper:

I am having the same problem in Windows XP Professional. Please let
me know if you find a solution other than the user template. Thanks.
