Office 2000 install error 1931

3rd try to install XP Home on two different hard drives.
Keeps crashing. Tried to install Office 2000 and
get "Error 1931: cannot update system file FP4AUTL.DLL
because file is protected by Windows." Install then ceases
or crashes machine to BIOS.

Why can't I install Office 2000 on Windows XP Home? Why do
my greatest computing problems involve core Microsoft
products?

As if anyone is listening.
