Office 2000 Install on Used Computer

It binds the user who in turn is the buyer

Only if the buyer agreed to a EULA.

HOWEVER, the Office EULA states that it must be installed on an operating
system that the user is licensed for.

So, while purchasing the computer is perfectly legal, and it's legal for me
to use it without any licenses for the software isntalled, it is illegal for
me to install any other Microsoft software on this WinXP machine. Oops.
