Office 2000 - MsiInstaller error 1000

I'm trying to upgrade from office '97 to office 2000 on a
Windows NT4 workstation PC.

The installation crashes, the following error is logged in
the event log

MsiInstaller - Event ID 1000 - Internal error 2343.

I have tried installing the latest version of MsiInstaller

Has anybody seen this brfore?
Any thoughts?
