I just ran the officeupdate, updated Office 2k to SP3 and
now everytime I open an office program (Word,
Excel,Outlook) it asks me to accept, decline, print the
EULA. Is this a new feature of SP3? Does anyone know how
to prevent this from happening everytime you open an
Office program?

Log on as the administrator user and accept the eula.

Try logging on as Windows administrator and accepting the EULA
