thank you garfield-n-odie [MVP] that seemed to clear my ? but I still don't
understand . It worked perfectly before doing a clean install to resolve
other issues

When you installed it previously, the first time, you must have had a
qualifying product on your PC, or available on the initial installation.
PS you should have posted this in the origonal thread and not started a new
one
