Office 2000 Service Pack 3 installation unsuccessful

Office 2000 Service Pack 2 has been successfully applied.
Office 2000 Service Pack 3 installation is unsuccesful both through Office Update and by running O2KSP3.exe .
O2KSP3.exe gives the message:
"Error 1321. The Installer has insufficient privileges to modify this file:
D:\PFiles\MSOffice\Office\GRAPH9.EXE"
D drive is CD drive !
What is going on here?

Incidentally, attempts at rerunning O2KSP1a.exe or O2KSP2.exe return a message saying that they have already been applied.

Copying the installation CDs to hard drive and refering the installer to that gets past this problem.
