Office 2003 Add-In: International Character Toolbar

Hi, i've installed the Office 2003 International Character Toolbar Add-In an
noticed that you can only with administrator rights select which character
toolbars to display . If you are logged in using an normal user account you
cannot choose any of the availabel toolbars. Is there any chance to get the
addin to work with normal user rights?

If I'm not mistaken the add-in needs to be installed for each user
since it is a per-user add-in rather than a per-machine add-in.

To see if the add-in is loaded and available, in Word go to
Tools/Customize. Select the Commands tab and select the Tools
category. Locate COM Add-ins on the right and drag/drop on a menu or
toolbar. Close the Customize dialog and click the COM Add-ins command.
If the add-in is loaded it will be listed as "International Character
Toolbar".
