Office 2003 and Vista home premium

I recently purchased a new computer with Vista Home Premium. When I loaded
Office 2003 and opened Outlook there is no "Forward" or "Send/Recieve"
buttons and I do not seem to be receiving my email, even though I have the
account setup properly. Is there a fix available?

I did go through the Outlook, Tools, Accounts and do the setup as per the
instructions from Earthlink.net (my email provider). When I go to Default
Programs Outlook is not listed to set as a default. I have Outlook 2003
working properly on my old machine running XP and have checked the account
setting and everything matches.

More suggestions would be appreciated.
