Office 2003:Customising an OPC files causes LIS to fail

Hope someone can help.

I want to delete a shortcut for the office shortcut bar and have modified
the Oclncust.opc file. This works but now causes the local installation
source to fail to install. SETUP copies a few files (up to Oclncust.opc) but
then removes itself. I turned on verbose logging and found that SETUP thinks
the file is corrupt. I've taken my changes out and it still fails, i've
replaced the file with the original and it works.

Is there any way round this problem? Reading the ORK, this is the
recommended way of doing it.
