Office 2003 Desktop Shortcuts

Prior versions of Office had template wizards which could be used to create
desktop shortcuts. (I.e. envelope wizard) How can I create an envelope
shortcut in 2003?

Not sure about the "wizard" you are referring to, but have you looked at
Start, New Office Document?
