Office 2003 Dictionary

I know that the dictionary is located here "C:\Program Files\Common
Files\Microsoft Shared\Proof\1033\MSGR3EN.DLL - English (United States)" my
question:

Can the dictionary be used with another program "IeSpell" and if so, is
there a method to enabling?

Does MS make available a combined Medical and Legal dictionary's?
