Office 2003 Installation on new computer

One of our users is getting a new machine and I'd like to
install Office 2003 on it using the same license key
while removing the Office from the old machine.

When you go to activate Office 2003, the activation
fails - sighting a previous activation.

What is required to use a previously installed version of
Office that has been removed from the old computer?
