Office 2003 licenses on Win 2003 std Terminal Server

What are the licens rules for Office 2003 on a Wind 2003 terminal server?

We have 2 actual scenarios:

Common: There are 10 users of the TS

Scenario 1:
In the company there will be 10 x thin clinets (and 10 users) against a Win
2003 TS. Do we need 1 or 10 Office 2003 licens for this setup?

Scenario 2:
3 of the employees need to access the Win 2003 TS from home over VPN. The
Home computer is only used for campany releated work. Do we need 1 or 3
Office clients for this setup?

The Office 2003 license model is a per seat/user license basically (no real provision based on 'simultaneous users'). It looks like
you'd need Terminal Service Licenses and Office licenses for each user position.
