office 2003 local insall source

basically i'm trying to do a build that has a compressed
local install source....i'll list what i've done..and if
anyone sees a step i'm missed ... please help.

in the CIW (step 8 of 24)
I selected configure local install source
Entered a valid VLK
Checked the "I accept the lic....."

in the setup.ini
under ..FILES\SETUP\SETUP.INI
CDCACHE=auto
LOCALCACHEDRIVE=C:\test
DELETABLECACHE=0
PURGE=0

after doing an install a local source is not created.
what am i missing???? thanks for the assist..
