You obviously have no idea what you are suggesting if you say "all you had to do was ..." See this blog for information about why that is no trivial consideration:

| You Microsoft guys should have done what I suggested to you all! - You
| should have had a tab in the options (options being the big office
| button then the *program here* options) for theme. On this tab you
| could have chosen the colour scheme and it could have had another
| little drop down menu whereby you could choose whether you wanted the
| 2003 type layout, the 2007 type layoutor a custom layout. That would
| have made me buy it!
