office 2003 on windows7professional

I just installed an Office 2003 SBE on a new windows 7 64bit system. Although
the software works fine, I get the annoying End User Licence Aggrement
opening up everytime I need to use any of the programs in the suite.
Eventhough it will let me work with the software when I click on "accept",
the same screen will pop up everytime I start another program in the suite or
if I shut down the program and restart it. Any ideas on how to fix this?

If you have already tried accepting as Administrator and that didn't
clear the request, start Windows 7 in Safe Mode, and then accept the
Office EULA, and that should do it.
