Office 2003 or XP Upgrade

I am wondering what is appropiatte to do first, upgrade Office 2000 to
Office 2003 or Upgrade Windows to 2000 to Windows XP. Which should be
done first?

If you are going to do both.... I would recommend a complete reformat,
install Win XP onto a nice clean hard drive, then install the Office upgrade
(inserting the Office 2000 disk when prompted for the qualifying product).

But that's just my recommendation.
