Office 2003 Outlook start-up error

Now when I start outlook 2003 I get the Error "Cannot start Office outlook,
Unable to open the outlook window. The set of folders could not be opened.
The server is not available.

I am running outlook local with a HTTP email server.
How do I fix this?

Can you start it in Safe Mode? Hold down the Ctrl key when double-clicking
the desktop icon for Outlook 2003. Then go to the add-ins and COM off the
Tools menu and remove all the COMs and add-ins you find. Also AV software
which attached to Outllok can cause this. If that doesn't work then go to
Add-Remove select your Microsoft Office 2003 installation like you were
going to Delete but instead Change and Repair. Reboot. Any better???
