Office 2003 Pro Keeps Asking Me To Accept License Agreement

I have one system that came pre-installed from Dell and it keeps requiring
the user to accept the license agreement every single time they open an O2K3
program. It is a standard OEM copy and it has been successfully activated
but not registered. Any solution for this or should I just remove/reinstall
Office?
