Office 2003 Pro Volume License BCM did not come from MS Fulfillment

I just received my volume license copy of MS Office 2003 from MS
Fulfillment and did not receive the second CD. I called my reseller
and MS Fullfilment with no success. What can I do to obtain the full
package that I paid for?
