Office 2003 setup on Win XP - fails on DoDialogSequence

Correction: I gather there is a difference between retail and volume license.
In this case I try to install from a Select CD, but the setup never reaches
the point where it will ask for the product key.

Sometimes you don't need a PID for Select CD as it is already on
Setup.ini file. In Office 2003, Volume Licensed Key can be embedded in
setup.ini before distributing CDs to employees or students! This is the
best way to ensure you don't lose your key when you despersately need it
to reinstall.

I have tried entering the key, both as command line parameter and embedded in
the Setup.ini file, but none of them solves my problem - that the call for
DoDialogSequence is issued and fails, aborting the installation.
