Office 2003 setup

I just installed a copy of Microsoft Office standard Edition 2003. It
was an upgrade from Office 2000. Every version of Office that I've
purchased has had an "Office Shortcut bar" that could be positioned in
the upper right hand corner of my monitor (or elsewhere). Office 2003
did not have this shortcut bar. I could not find it looking through
the Office directories either.

Does Office 2003 have this feature? If it does how do I access it?
