Hi Peter,
If either of the Office 2003 packages you have is an OEM edition then it can't be transferred to another PC. If they're retail
copies they can be moved around.
If either is an upgrade package you'll need the upgrade qualifier to install the Office package (an Office 2003 package won't work
as a qualifier for another Office 2003 package).
