Office 2003 Student Teacher Installation stops

I installed Office 03 Student Teacher from disk. Developed PPT problems.
Uninstalled 03 and downloaded Office 07 Student Teacher. Had problems.
Uninstalled 07, and attemped to reinstall 03 with disk. Just after I launch
set up I get this message: The system administrator has set policies to
prevent this installation. Help! Thanks!!!
