Office 2003 via Group Policy

There is a NOTE in the ORK regarding deploying Office 2003 via a Group
Policy, to wit:

"Because Group Policy bypasses Office Setup.exe and Setup.ini, you cannot
use Group Policy to deploy Office from a compressed CD image, nor can you
take advantage of new Setup functionality to create a local installation
source on users' computers."

I don't understand this limitation. Since the Group Policy uses pro11.msi
(Office Professional VLK Edition) and then can be instructed to use a
corresponding Transform (pro11.mst) file. What is different with installing
from an administrative source (setup /a) other than the fact that the admin
source expands the cab files? Doesn't the MSI & MST work the same in both
cases?

Should the note actually say that the local install source won't be created
in this case or is it actually true that nothing will be deployed if we
attempt to use the compressed CD image. When using an admin install you
still point the GPO to the MSI & MST so doesn't it also bypass setup.exe??
