Office 2004: How flag outgoing message?

In Office X's Entourage 10.1.4, the "flag" icon appeared in the toolbar and
allowed one to add a flag to an outgoing message.

In Office 2004's Entourage 11.0.0, the flag is grayed out when sending
messages. I'm using OS 10.3.4.

1. Is there a way to flag outgoing messages?
2. Does a flag appear with the message when it's received, or only show in
"sent" mail (when it works)?

Flags are just for you, the sender. They don't represent anything that can
be sent to a recipient - flags are not an RFC protocol. To alert a
recipient, use priority. (Note: not all email clients have 5 levels of
priority like Entourage - some have only three. In those case, high and
highest are read as high, low and lowest are read as low.)

Maybe that's why they removed the Flag button from the New Message windows'
toolbar. (I'm taking your word for it that it was available in 10.1.4; I can
no longer remember.) Probably people assumed it went along with the message.
They may have also needed to clear some space.

If you save a new message as draft , then go to Drafts folder, you can flag
the message there and the flag appears in both the message list and preview
pane. But not when you re-open the message to write more and to send it -
the flag disappears from the message window. Sent and Received messages can
also be flagged.

It's probably best to think of the flag as a property of the _message list_,
not the message itself. Which makes sense - you're marking the list item as
something needing further attention.
