Office 2007 bits and system builder CDs

Is it just my imagination, or are the bits on the CDs:

1) X13-11012 Microsoft Office: Installation disc for Office Ready PC/Office
Basic 2007/Office Small Business 2007/Office Professional 2007/for System
Builder, use only for preinstallation

2) X13-14243-02 Microsoft Office Basic 2007 with Microsoft Office
Professional Trial/Not for Retail or OEM Distribution

.... the same as each other (the same content, with different external
labeling)? It looks this way to me. I got the first one since I am a
consultant and part time system builder, and I paid $9.90 for this CD when
I bought an Office Basic 2007 medialess license kit (serial number) for a
customer.

The second one came when I sent off for the backup media for a different
chstomer's Office Basic 2007 Medialess License Kit that I bought at a
different time.

Now, I have two new licenses (Medialess License Kits) that I just bought;
one for Office Basic and one for Office Small Business. I suppose that I
can use the bits from either CD to install both the Small Business and the
Basic on their repsective computers, right?

The "Basic with Pro Trial" CD doesn't SAY that it can be used to install
Small Business, which is a slightly different mix of products than either
Basic or Pro, but since the first CD lists all three suites including Small
Business on the label, and the files APPEAR to be the same on both CDs, I
think it all depends on the product keys. Am I right?
