Office 2007 Enterprise continually "configures"

For some reason Office 2007 continually configured itself.

It is installed, but every time I run one of the installed programs, it
configures again and again.

I have tried to re-install it, repair it, diagnose the issue, but I
can't seem to fix it.

This is an install CD from my Technet subscription, but this happens
when I use my retail CD of Office 2003 as well.

Can anyone point me in the right direction as to how to correct this issue?

Using Windows Vista SP1 Home Premium as well.

As it is, I can not get any email unless I use Thunderbird.

Peter,

I've encountered this issue in our environment and what I found was that
the users would have another component of Office that was installed manually
by CD, for instance Access, Project, Communicator 2005, 2003, or 2000 (a
previous version) and the new version of office is causing the Windows
Installer to start but not in interactive mode, and the installer needs to
have the CD that was used to install the other office product in the CD drive
because it's searching for a file or files.

Now sometimes just having the CD in the drive doesn't resolve the issue.
The best thing to do is to uninstall the older product. You can then
re-install it after 2007 is fully installed and it shouldn't be a problem.

I have uninstalled everything Microsoft Office related. Even the
Accounting Professional 2008.

Nothing other than the Office 2007 installation is currently on the
system, and the problem still ensues.

Ok, check the Application Event Log and see what event is related to MSI
Installer. What does the event say?
