Office 2007 FILE tab will not open

I have just installed Office 2007 upgrade. The upgrade took a very long time,
about 3 hours. Once installed, the FILE tab in both Outlook and Excel shows
gray in color. The tab is there but I can not click on it. I have tried to
run the disk in repair mode but it still does not work. One other thing, when
I open up a file in Excel, it takes about 45 seconds to open, before the
upgrade it would open almost instantly.
Any and all help would be great.

My mistake, you are correct about no FILE tab in Excel. Any ideas about
Outlook thought?

Correct the file menu in Outlook, Nothing happens when I press ALT-F. The
rest on the menus work fine.

Is this an upgrade from 2003 or earlier?

Yes, this is a upgrade from Office XP. I have since loaded it on to another
computer that was set up identical and it worked just fine, so it is
directly tied to this computer. I have attempted to go back to a restore
point but am unable, I believe this is a whole other issue.
