When purchasing from a local retailer, how do I know that the version being
sold has the latest service packs?

Read the packaging. If it doesn't say SP1, SP2 etc. it probably won't have
a SP applied. Don't know if Microsoft has even shipped their Office DVDs
with SPs applied.
