Office 2007 - Office Button non-functional

I've encountered this a few times on installing Office 2007. After
installation, the office button may or may not work (and may work in some
applications but not all). Clicking on the button causes it to depress, but
not open any menu. Double clicking will close the application. Right
clicking will show the same pop-up hint as hovering over the button on a
working installation.

Detect and repair will not fix it.

My google-fu may be weak, but I could not find any solutions to this.

And we've discovered the solution internally. Our issue was with a graphical
glitch with Sunbelt RA - the button was functioning but not displaying on the
remote screen.
