Office 2007 - Opening file only opens program

We are slowly working through our company to upgrade everyone to Office 2007.
There are a few users that report problems opening files. When they
doubleclick a file (like excel or word in either 97-2003 or 2007 format) that
is located on their desktop or in some folder it only opens the program and
the user has to go through the steps to open the file from within the
program. This same thing also happens when a user tries to open an Office
document from an email...the program opens but not the file. How can this be
fixed? Is it a setting somewhere?
