I am troubleshooting an issue where a user customizes his quick access
toolbar in Office. Everything is fine unitl he logs of. When he logs
back on the settings are default again. We use roaming profiles and
that may be part of the problem dependind on where the settings are
saved.

Are they saved via registry entry, or a file somewhere in the users
profile?

Ones that aren't stored in specific template or document files are saved in
%appdata%\Microsoft\Office\Word.qat and similar files in the same folder for
other ribbon-based Office programs.

You may want to call MS product support on this one. They have an approach that may help with the roaming profiles and Quick
Access Toolbar.

Found the anwser in this blog:
http://blogs.msdn.com/microsoft_office_word/archive/2007/02/06/word-2007-s-new-ui-the-ribbon.aspx

Office 2007 applications store the QAT file (quick access toolbar
customizations) under the Local Settings folder in a user's profile.
This means that every time a roaming profile user logs off, their
customizations are lost. >>
