Office 2007 Single Language Packs: where to buy it?

Apparently single languages can be purchased online: couldn't find where,
though. Any idea on where I can find this tool?

If you search Google for "office 2007 single language pack" and look at some
of the results, one you'll see is

http://office.microsoft.com/en-us/suites/HA102113691033.aspx

which says, among other things,

"When will language packs be available?
Microsoft releases localized versions over a period of several months
following the initial release of its products. The first Single Language
Packs will be available for purchase in March 2007. All languages are
expected to be available by May 2007. The retail version of the
Multi-Language Pack is expected to be available in stores in June 2007.
Note: All dates are subject to change."

Is it possible to download an Office 2007 language pack onto Office 2003?
I really need a German language pack.

Any advice as to where I can get that from. I cant find a place to buy it on
the Microsoft Website and Amazon has discontinued it and pcworld doesnt do
it...
