Office 2007 upgrade

I have Works 9.0 on a new computer and purchased Office Small Business 2007
upgrade. When trying to install the upgrade, setup program says I do not
have product eligible for the upgrade. However, Microsoft's website, which I
checked prior to buying the upgrade, says Works 9.0 is eligible for Office
Small Business 2007 upgrade. How can I get this upgrade installed?
