If you are asking about the Office Shortcut Bar feature in Office
XP and earlier, that feature is not available in Office 2007.

Thank you for the quick response Garfield, too bad, I found the Toolbar to
be VERY helpful.
Anyway way around it, can I use Office 2003 to install/reinstall this
feature or find another way for quicklinks to browsers, Excel and Word?

You can pin New Office Document and Open Office Document to the Start Menu.
However these are not installed by default, you have to install them.
Go to where-ever you uninstall programs in Control Panel, click on Office,
click on Change, select Add/Remove components and look under Office Shared
Features.
Set it to run from My Computer. You will find a new menu item under
Microsoft Office.

You could use the Windows Quick Launch Toolbar. The QL Toolbar starts on the
Taskbar, but you can move it to any edge and set to auto-hide.

You could create a Programs folder on your desktop. You can position the
open folder along any edge and also set to auto-hide. You will have a
Programs folder icon on your desktop that you can position anywhere and
forget.

I use the Vista Quick Launch Toolbar located on the Taskbar for common
Office programs. I like the QL Toolbar because you can use the Windows Key +
number to open any program on the QL Toolbar. The number is the program icon
position from left end. For example {in my case} the Windows Key + 3 opens
Outlook.

I also have a Programs folder position to auto-hide on the left side of the
desktop. I have other frequently used programs in this folder. The folder
displays as a list of programs. You can manually arrange the list in any
order you like.
