Office 97 reinstall not functioning

I have fdisked a Windows 98 machine using the cd and
diskette provided by the OEM to purge the machine. Office
97 Small Business Edition will not reload. The CD label
says that it is for distribution only with a new PC. The
error message directs me to contact the OEM (Now out of
business). How can I get the reload to cooperate?
