The info at the link seems pretty comprehensive, there is a good
description, it's in beta, and there will be more info posted as it
becomes available.

The article seems to be fairly detailed regarding what it is, the target
audience, what's included, etc, so I suspect what you are really asking
about is the last question: "When will "Albany" be available, how much will
it cost and where will consumers be able to get hold of it?"

I'd say even MS doesn't know these answers right now. Maybe the "where" but
pricing and availability isn't necessarily determined in advance and beta
testers don't know this type of information until it's publically announced.
